perf: build the bundled SQLite with SQLITE_DEFAULT_MEMSTATUS=0 (atuinsh/atuin#4342)

Less contention with multiple processes in testing, and overall much better performance. For our usage, we don't need memory stats, and they're easy enough to enable should we wish to profile or something.
